Error: ORA-01033 ORACLE initialization or shutdown in progress

First, You will have to wait until the database was shutdown or start-up properly.
Second, If not successes, I will be assuming that some how a data file was corrupted so try this steps:

SQL> shutdown abort
then
SQL> startup nomount
SQL> alter database mount;
SQL> alter database open;
If there will be some errors let me know...

  2. Go to installation directory
  3. Navigate:
    • “\app\oracle\product\<oracle version>\server\NETWORK\ADMIN”
  4. Edit:“listener.ora”
    • LISTENER =
      (DESCRIPTION_LIST =
      (DESCRIPTION =
      (ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC_FOR_XE))
      (ADDRESS = (PROTOCOL = TCP)(HOST = <new_host_name>)(PORT = 1521))
      )
      )
  5. Edit:“tnsnames.ora”
    • XE =
      (DESCRIPTION =
      (ADDRESS = (PROTOCOL = TCP)(HOST =<new_host_name>(PORT = 1521))

      (SERVER = DEDICATED)
      (SERVICE_NAME = XE)
      )
      )
